Background & Aims: If sports are important for everyone in daily life so that not doing sports activities does not cause much disturbance in daily life, it is considered a necessary and vital part of daily activities for disabled people. If it is not paid, there will be an interruption and disturbance in the path of recovery or maintaining the current conditions. In the research conducted on people's health, it was found that exercise is one of the best treatments for disability. Considering the role and importance of sports in the development and strengthening of physical and mental-psychological powers in general for all members of society, as well as the importance of sports in particular for people with disabilities in helping to improve the physical condition and preventing the deterioration and progression of physical problems and movement, their complications and diseases, as well as creating motivation and encouragement and life expectancy through their recruitment and presence in sports fields is of special importance as a vital issue that requires targeted and effective management. It is in this field. On the other hand, there is an urgent need to further develop sports activities at the country level, and especially the importance of promoting and continuing the mental health of the disabled and veterans, so in order to improve the performance of sports spaces, create new design criteria. It is necessary for sports facilities and effective management of material and human resources in this field. Today, unfortunately, many stadiums and sports centers have not been considered for the use of disabled people in terms of construction and architecture, and this shows their incompatibility and lack of basic adaptation to the physical condition of disabled people. Therefore, in the creation of new stadiums, the city manager should adapt the plans of these buildings to the standard criteria of environmental adaptation for the disabled, and in the field of old stadiums, they should be used by veterans as much as possible. and disabled people to improve and improve and finally, the return of veterans and disabled people to the field of activity and social life requires the adaptation of the social and urban environment, especially the adaptation of stadiums and sports fields, so that the necessary conditions for the return of veterans can be created. Provided disabled people to society and their active participation in social life. Various research and articles have been done in the field of sports facilities and facilities for veterans and disabled people. Also, most of the research that has been done in this field; has investigated the extent of adaptation of various sports and urban spaces for the use of veterans and disabled people as an important and special segment of society. The research results have shown that the criteria for designing sports facilities and complexes for veterans and disabled people are weaker than the standards. The standards of veterans and disabled people have not been observed in the design of sports facilities and complexes. The sports facilities and spaces of Tehran city are largely not suitable for the use of disabled people and they do not have good access, especially for disabled people, which are only part of the issues facing the management in disabled sports. Limited research has investigated the obstacles to the participation of disabled people in sports and physical activities, during which the role of effective management of material and human resources in the development of disabled sports in the country is seen. The weakness of managerial research in the field of sports for the disabled is outstanding considering the number of disabled people in the world and in our country and the importance of creating and managing the effective part of sports facilities and adapting them for veterans and disabled people, and there is a need for many studies and researches. be done in this regard; Also, according to the above topics, it can be said that identifying the indicators of sports management for disabled people in the country is the first step to changing their lifestyle and the presence of disabled people in society, especially in sports venues. Therefore, due to the very key and important role of sports to maintain the health and mobility, and vitality of this segment of society, the current research is to investigate and analyze the factors affecting walking, keeping in mind the existing limitations on the path of these special segments of the society. It is hoped that the results of this research will be taken into consideration in future plans regarding the sports of veterans and disabled people and their essential needs for physical activity and sports.
Methods: This research was qualitative in terms of exploratory analysis method. The statistical population included professors and experts in the management of disabled sports and sports venues, and officials of the federation and provincial boards of veterans and disabled people. The sampling method used to complete the Q questionnaire was targeted and 31 questionnaires were returned correctly. In this research, the data obtained from the sorting of Q statements were entered into spss software version 22 and analyzed through varimax rotation, Friedman's ranking test, and structural equation modeling.
Results: The findings showed that a total of 11 mental patterns were identified regarding the indicators of effective management in disabled sports in the country, and these 11 factors explained and covered 90% of the variances. In order, it included management, planning supporters, economists, media, personal factors, the influence of family and friends, hardware lists, urban factors and access, legalists, sociocultural factors, and software.
Conclusion: The results of the research showed that 55 expressions were identified as factors of effective management indicators in the sports of disabled people in the country. These factors were similar or related to each other in some cases, which finally reduced to 44 terms. In general, the findings of the research showed that the indicators of effective management in disabled sports in the country do not revolve around a specific axis, and from different aspects, disabled sports and effective management indicators depend on various factors that are necessary for success in this The arena is not focused on one field or two fields. Because these factors ranged from management, planning, hardware and software, socio-cultural, and media to even personal factors. Therefore, in this goal, it is not possible to fully categorize and analyze the expressions of the factors, and these factors should be logically categorized and then discussed them. For this reason, various aspects of these factors were discussed further. Based on the points given by the experts to the Q factors, as well as the interviews and how the cards are valued in the Q chart by the experts, the analysis and interpretation of the opinions and views in each mental model have been done, which are from management, planning supporters, hardware lists, Softwares, personal factors, personal factors, the influence of family and friends, socio-cultural factors, economists, urban factors and access, legalists, media. In general, it can be concluded that by knowing the effective factors in the participation of disabled people in physical activity, it is possible to increase the way to maintain and develop their health.
